In short - In Norway, children have both the right and the obligation to education, and education is the parents' responsibility.  Children also have the right to individually adapted and adjusted education - it is the family who decides whether this right is best exercised by home education or school.  School is a service that is offered, one can accept this offer or not.  Whatever the choice, the parents remain responsible for their children's education.  Remember that homeschooling is not always at home and not always teaching (the Norwegian term 'hjemmeundervisning' translates literally as 'home-teaching') - it is the chldren's learning that counts.
